3 Name of the project : Ujar-Yevlakh Road Rehabilitation Project (53 km) in Azerbaijan

Nature of services performed by the Member-Firms : The Ujar-Yevlakh Road is a part of the international highway that runs from the bordering Republic of Georgia into the Republic of Azerbaijan. The 53 km road section starts from Goychey-Zardab Road at the city of Ujar, located at 245km from Baku, and connects the three regions of Ujar, Agdash and Yevlakh. The road was constructed during 1960-65 and needed thorough rehabilitation and in some places reconstruction. 43.5km of the road was rehabilitated /reconstructed as 2-lane highway while 8.5km stretch as Yevlakh City Bypass was reconstructed to 4-lane divided highway with improvement to embankment and pavement. The project also included new construction of an over bridge at rail crossing and a 260 m long 2-lane road bridge over the Kura River.

Services provided include:
. detailed surveys and inventory of the road and drainage structures;
. assessment of rehabilitation/reconstruction needs of the road and structures;
. review of previous investigations/tests performed and the existing designs;
. detail engineering of the roadway embankment and pavement, as appropriate;
. detailed engineering of reconstruction/rehabilitation of bridges and culverts

Nature of services performed by the Member-Firms : In Phase I of the project services consisted of carrying out a "location and configuration" study which was followed by Phase II under which a feasibility study and, later, detailed design and tender documentation were prepared. Prequalification of bidders, bid evaluation and selection of contractors were done.
Under the Phase III contract, the consultancy services were provided for full-time supervision of construction of the project. The services provided were in four different packages consisting of:
Design Phase: Independent checking of contractor's design for the 4.8 km long main bridge. Detail design of smaller bridges and one road fly over in approach roads. Preparation of Environmental Management Action Plan and Quality Assurance System.
Construction Phase: Package 1: Supervision of construction of the bridge and its via ducts, bridge portion (6.1 km) of 230 KV transmission line and 760 mm dia gas transmission pipeline including checking of contractor's design.
Package 2: Supervision of construction of the river training works consisting of dredging, construction of two guidebunds, river bank protection works and bridge-end facilities
Package 3: Supervision of construction of two approach roads, totalling about 35 km, atop high embankments running through flood plains
Package 4: Project support group responsible for management and coordination of activities of the consultant's supervision team consisting of some 75 professionals working at site. The Client's staff were trained in the O & M of the bridge and associated facilities
